Do you think the price is worthly?

I just done an option to purchase for a 4Room Flat in woodland, 10min walking distance to MRT, veluation report is 220k, owner asking for 15k cash, the renovation is above average, but just the toilet maybe need to re-renovate for Hygeine. 4th floor, 3bedroom, Corner Lot, 97sqm.
My question is Do you think the price 235k is resonable in current market?
