Paint is usually figured in with the normal wear and tear of the place anyhow. Did you do a walk through with the landlord when you left? Did you take pictures to show the condition you left the place in? It does sound as if he is trying to gauge you for repairs that are not valid. There is no set price of how much it costs, it depends on each tenant and how they leave the place. You may need to sue for your deposit back.
