The Residental Tenancy Act applies to all of BC. They don't have very many offices but you can get info on-line and forms at those government service centres or whatever they call them. You can phone them but be prepared to wait. Keep in mind that tenants are responsible for damage they cause, so if the problem is of your own making, you as the tenant are supposed to pay for it. If there's an argument about whose fault it is that something needs repair, go through the RTA.

I have worked for many apt. communities and the laws for what the landlord is responsible for varies in different states. It also depends on what needs to be repaired. You can find out if they are responsible for the repairs by looking at your lease contract, if you don't have a copy you may request one. If the contract states that they have to do the repair then you should probably point this out to the landlord. If that doesn't work then contact a lawyer.

you can file a complaint to the nearest residential tenancy branch.

just click the link for the forms you need to submit and where you can submit it:

NOTE: don't go to court, they will just ask you to resolve this issue with the the RTO
