Google “free legal aid” and see if you can find legal representation for your area. Laws vary from state to state and professional assistance sound like it will be necessary.

I don’t usually advise people to do this (since I myself have spent many yrs in the rental property bus.) Health Department and Building Inspector the two best offices to light fires under rental property owners tails.
Ask your landlord if he prefers that you hire a roofer and deduct the cost from your rent. You can do that in some states. Try googling “renter’s rights”.
You don’t “force” your landlord to do anything. When you start calling on someone, get ready to move.
Record the calls, make notes of what is said and, make sure he knows the condition and, what’s happening. Take a lot of pictures then either show him or, keep it for further references.
I had this happen to a large window that was leaking. I told the landlord many times about it. I started to keep a record of it. after a year the building owner came for a “walk-through” he saw the damages and, wanted to charge me for them.
I brought out all the pics, the letters (copies) and other info on it.
I had a new window in a week with an apology and, the landlord didn’t last to long around the units.
