Call local zoning office or check government website for your state as law varies by state. Usually you have the right to refuse payment and put your rent into an escrow account until it is fixed; but the laws vary so check.
I would type a letter and send it certified stating:
I’m going to hire an electrician to install a new air conditioner and or make necessary repairs and deduct it from my rent.

Not sure where you are located try looking under the landlord tenant act and ask for information. All the best I have a landlord that would make most out to be choir boys. I am too tired to go after him anymore he has better paid lawyers. All the best
stop paying rent. write them a letter explaining why you have stopped paying rent and that you will resume payment when the items are fixed.
Get hold of better business bureau.Don’t pay rent till it is fixed.But send notice of this before you with hold rent.
firstly U have to write or email to agent to let them know the day when its not work and remind them u already notice them many time…
don’t repair before u get permit from agent or landlord because they dont have to pay u if they not agree…..but u can delay ur rent for 1 week before they reply to u…..hope that will help u…..
