Is it possible to rent a car in Germany (Frankfurt) and to give back the car in GB (London)?

As long as it’s the same company it shouldn’t be a problem, but check with them just to be sure.
If you rent it from say, Hertz in Germany then you should be able to turn in at a Hertz in London.
But do check with them before you try it.
Why don’t you ask the car rental company?
