what steps would i have to take to do a pet homebased business?

hey so i had an idea ( dont jump down my throat yet) lol
i was thinking there is a local scraps place in my city and they charge a flat fee of 85 for you to buy there animals they pick up from the streets ppl ect…
well i was thinking of get pets that ppl just cant seem to keep for whatever reason and selling them just like scraps does but lower the price, because in my opinion i think its sad that all these SWEET kittens and puppies cant find homes because the prices are so high. i think if i lower the prices that they will go to homes quicker and that will help our “animal homeless problem” our city is facing right now.
anyways my question is, what steps should i take and do i need a license for it? it reminds me of craigslist but the only difference is i’d be selling them. so what do you guys think? and i have some space for them but is this illegel? do i need a licenses for this and do i need some type of training. im just keeping them as my own pets until they find a home

You won’t make a business of this because you’ll lose money. Licensing depends on local laws and you need to check on that locally. You can do a couple at a time but you won’t make money on it. Andif you take 2-3-4 in and no one wants them are you prepared to keep them for months? a year or more?
